Construction Skills Queensland (CSQ) is an independent, not‑for‑profit, industry‑funded body that supports the Queensland building and construction industry. CSQ doesn’t deliver training directly—instead, it partners with Registered Training Organisations (RTOs) to subsidise training for workers, employers, apprentices, and industry stakeholders.
Construction Skills Queensland (CSQ) funding subsidises the cost of construction industry training to build workforce capacity through targeted skills investment. Funding typically covers between 75% and 100% of course costs and is paid directly to contracted RTOs like Harness. Eligible participants working in the Queensland Building & Construction or Civil Construction industries can access subsidised qualifications, safety and short courses, and high-risk work licences. Funding is available for new entrants, existing workers, and those currently under-employed or out of work in the industry.

A co-contribution fee is the fee that is required to be paid by the participant or employer. The value of the co-contribution fee payable is set by CSQ and intended to demonstrate a shared investment from the participants in their training.
CSQ has introduced a co-contribution fee to ensure participants have a shared investment in their training to help with improving engagement and completion rates in full qualifications. The co-contribution fee will promote transparency and consistency across all training Suppliers by standardising course costs.
Importantly, it helps shift the focus away from price competition and toward training quality and outcomes, supporting a stronger and more skilled construction workforce in the Queensland Building and Construction Industry.

An eligible worker is someone who is an employee or Self-employed worker, who can demonstrate primary and substantial direct involvement in the:
Primary and substantial direct involvement refers to a participant’s active and ongoing participation in hands-on construction work.
This means their main job tasks directly contribute to building or civil construction activities — not just support, admin, or coordination roles. They must be personally performing construction related work as a core part of their role, regularly and meaningfully, not occasionally or indirectly.
The SAGT program helps experienced construction workers gain a formal qualification by recognising their existing skills and identifying any units they still need to complete. An accredited assessor conducts an initial skills assessment, and if you require gap training, CSQ funds the additional training and assessment services needed to finish the qualification.
A participant who is wanting to enrol and complete a building and construction related unit or qualification is not automatically eligible for funding.

The duties they are performing do not alter, extend, or enhance structures beyond their regular upkeep as it does not involve construction, major renovation or new building work.
No, workers who are substantially engaged in lawn care, tree planting, and irrigation, garden design and maintenance, soft landscaping (plants,
mulch, & soil work), maintaining green spaces, parks & cemeteries (including grave digging) would not be eligible as these duties would fall under horticulture.
No, a participant who is working in a quarry is not eligible, as quarrying is part of the mining and resources sector.
If the participant is doing construction work on a quarry site, such as building infrastructure, clearing land to make way for development of infrastructure, and this is their primary role, they may be eligible. A participant’s eligibility is to be assessed against the eligible worker criteria.
