Introduction
Become a commercial scaffolder with this basic scaffolding ticket. The basic scaffolding course (Perth or Gladstone) is a High-Risk Work Licence that provides you with the knowledge and skills to work as a scaffolder and perform basic scaffolding jobs. This Basic Scaffolding Licence training is required for HRWL licencing purposes as being a scaffolder is considered a high-risk work activity. This unit specifies the different types of scaffolding, relevant calculations, load classifications, practical scaffolding techniques, general safety, understanding and minimising risks associated with scaffolding, and so much more!
With the exceptional facilities and equipment that we at Harness Energy provide, this scaffolding ticket will set you up for your future scaffolding projects. From this initial basic scaffolding ticket, you will be able to build relevant scaffolder work experience and be in a position to continue onto the Licence to Erect, Alter and Dismantle Scaffolding – Intermediate Level and the Licence to Erect, Alter and Dismantle Scaffolding – Advanced Level.

Unit Of Competency
CPCCLSF2001 Licence to erect, alter and dismantle scaffolding basic level

Training Prerequisites
To be a commercially working scaffolder, you must have your scaffolding ticket, starting with the licensed basic training. The Basic Scaffolding Licence includes the theoretical and practical components to meet the skills and knowledge required to be able to safely perform basic scaffolding work – as required for the High-Risk Work Licence (HRWL) class SB.
To operate as a commercial scaffolder, you are required to understand how to erect, alter, and dismantle scaffolding and temporary structures to support a platform from which a person or object could fall more than four metres. Scaffolding work is undertaken in the construction industry and other industries where a temporary structure is erected, altered and dismantled to aid duties like repairing buildings, demolition, construction work, and renovation projects.
The CPCCLSF2001 Licence to Erect, Alter and Dismantle Scaffolding – Basic Level will help you gain the following skills and knowledge:
- Hazard identification and mitigation strategies
- Risk controls and equipment
- Types of scaffolding and characteristics, including loads and maximum capacities
- Scaffolding equipment
- Ground and foundation suitability
- Erect, alter and dismantle scaffolding practical techniques
Training and assessment are conducted at Harness Energy Training facilities, where a comprehensive set of training tools and equipment exists. Upon arrangement, training and assessment can be conducted at the premises of industry clients, provided there are suitable industry training facilities.

It is important you understand that this licence-focused training itself does not give you your high-risk licence. However, assuming you pass your scaffolding assessment, you have 60 days to apply (and be assessed) for your High-Risk Work Licence.
Currently, you have to renew your licence within 12 months of its expiry. Otherwise, your High-Risk Work Licence can’t be renewed. For licensing purposes, you will have to repeat this training course and re-apply for your licence or re-enrol in the course again and be supervised by somebody who has a current licence for the same class.
Upon successful completion of this course, a nationally recognised Statement of Attainment for the following unit of competency will be issued:
CPCCLSF2001 Licence to Erect, Alter and Dismantle scaffolding Basic Level
NOTE: Statement of Attainment will be issued by Harness Energy RTO 40521
Competence in this unit does not in itself result in a Licence Ticket. You are only eligible to apply for a High Risk Work Licence in the specific state or territory where you have, according to your state requirements,:
- Completed their training
- Are eighteen (18) years of age
- Have completed the minimum logbook hours or training record
- Have passed the mandated national assessment instrument
- Have met any other state or territory work health and safety (WHS) criteria.
A licensing fee is payable to the relevant state or territory jurisdiction for those students and support workers wishing to apply for a High-Risk Work Licence (class SB).

Frequently Asked Questions
The scaffolding tickets within the High-Risk Work Licence classes are:
CPCCLSF2001 Licence to Erect, Alter and Dismantle Scaffolding – Basic Level
The basic scaffolding course (Class SB) is required for scaffolding tasks involving modular or pre-fabricated scaffolds, cantilevered materials hoists with a maximum working load of 500 kilograms, ropes, gin wheels, fall arrest systems including safety nets and static lines, and bracket scaffolds (tank and formwork).
CPCCLSF3001 – Licence to Erect, Alter and Dismantle Scaffolding – Intermediate Level
The intermediate-level scaffolding licence (Class SI) is required for intermediate scaffolding work involving cantilevered crane loading platforms, cantilevered scaffolds, spur scaffolds on barrow ramps and sloping platforms, scaffolding associated with perimeter safety screens and shutters, mast climbing working platforms, tube and coupler scaffolds including tube and coupler covered ways and gantries.
CPCCLSF4001 – Licence to Erect, Alter and Dismantle Scaffolding – Advanced Level
Advanced scaffolding licence (Class SA) is required for scaffolding work involving cantilevered hoists and hung scaffolds (including scaffolds hung from tubes, wire ropes or chains, and suspended scaffolds).
The non-licenced Scaffolding Ticket
Different types of basic scaffolding exist, as identified here:
Mobile Scaffolds are Independent, free-standing, movable scaffolds mounted on castors. They are useful for maintenance where multiple points must be accessed. Mobile scaffolds have Castors that need to have wheel locks and cannot have a pneumatic tyre. It is important to plan as the bracing is needed to stop the scaffold from twisting when it is moved.
Birdcage Scaffold consists of more than two rows of standards that are connected by ledgers and transoms. They are intended for use on one level only and Commonly used for working on a ceiling.
Modular scaffolds or frame scaffolding is made of steel, fibreglass or aluminium. It is assembled from pre-fabricated frames, braces and accessories and can be built to a height of 3 times the minimum base width.
Bracket Scaffolds are platforms carried on frames that are attached to or supported by a permanent or temporary construction and are often used for maintenance work.
Tower Scaffolds can be a mobile, modular, or tube and coupler variety. They are generally fitted with a single work platform with ladder access and have only two rows of standards. Useful where there is a limited amount of space. Unless otherwise stated by the manufacturer, a light-duty aluminium tower scaffold should not exceed a height of 9 metres.
In principle, you can complete scaffolding work connected to the basic scaffolding course, provided you have met all the requirements this unit covers and the subsequent High-Risk Work Licensing process. Working as a scaffolder is high-risk work and is consequently also governed by associated licensing requirements. The basic scaffolding course (Perth or Gladstone) provides you with the training from which you can then apply for the HRWL. Please note that the course itself does not provide the HRWL – there is a separate application process for that.
