About CSQ Funding

Harness is excited to announce Construction Skills Queensland (CSQ) funding is available for a range of construction industry training courses for the 2024-2025 year. This funding comes via CSQ and is available for certain QLD-based individuals engaged within the Building and Construction or Civil Construction industries which meet certain eligibility criteria.

CSQ subsidised training assists in building the workforce capacity of the building and construction industry through targeted skills investment. CSQ programs provide funding to eligible RTO’s to deliver building and construction qualifications and short courses to new entrants, existing workers and those currently under-employed or out of work in the building and construction industry.

CSQ Funding in 2024-2025 sees Harness being able to support eligible individuals across a range of Safety and Short Courses, High Risk work licences in Greater Brisbane, Darling Downs Toowoomba and Central Queensland. We have been allocated funding for eligible workers in Civil Construction and the Building & Construction Industry sectors.

Industry Eligibility for CSQ Funded Training

If you are seeking to apply for funding within this category, you need to meet eligibility
requirements as identified by CSQ. A key one is that you are an eligible worker within this industry.
CSQ defines eligible workers within Civil Construction Industry if substantially engaged in the following industry priorities:

  • land development and site preparation for the purpose of construction
  • works for civil infrastructure
  • works on a CSQ designated Major Project – construction of infrastructure

If you are seeking to apply for funding within this category, you need to meet eligibility requirements as identified by CSQ. A key one is that you are an eligible worker.   • construction, significant renovations and extensions of, residential and commercial buildings.
  • installation services for interiors of residential and commercial buildings in associated trades such as; electrical, plumbing, flooring etc.
  • works on a CSQ designated Major Project – construction of infrastructure.

Provide Evidence

Assuming you meet the core eligibility requirements, you will be asked to supply documentary evidence to confirm your status as an eligible worker, your work and knowledge of anything that may impact successful funding processing. Information to supply will be requested of you and you can preview this on eligibility information in pdf format here

Payments & Funding Processing

Due to the funding application process, you pay 100% of the course fee up front and, if eligibile, will be reimbursed directly leaving you with just the Gap Fee as your net out of pocket cost. Funding is applied for on your behalf after you successfully complete your training, based on the information you have provided as being true and correct. In the unlikely event that you do not meet all the criteria, funding applications may be rejected.

What is the eligibility for CSQ Funding within Civil Construction? An Eligible Participant for this Program

An Eligible Participant for this Program

MUST BE:

  • an Australian or New Zealand Citizen or Permanent Resident; or
  • a Participant who has the right to work and study in Australia on a VISA and has been employed in the Building and Construction Industry for a period of 6 months or more, and is
  • a Participant who is aged 15 years or older, and is
  • an Eligible Worker in Queensland, or is
  • an unemployed Eligible Worker who has been unemployed for a period not greater than 6 months in Queensland.

MUST NOT BE:

  • be undertaking the training as part of an apprenticeship or traineeship;
  • an Employee of an Authority (refer to exceptions);
  • currently enrolled and participating in a Queensland secondary school program;
  • A contracted trainer or assessor or existing worker of an RTO;
  • funded by an Authority or such other source for delivery of the same training being undertaken as part of this Program;
  • (funded for more than eight (8) Short Courses under this Program (either in Building Specific and/or Civil Specific) in the same program period;
  • funded for more than three (3) mobile plant operator (MPO) Units of Competency in the same program period;
  • A Participant seeking a Verification of Competency.

EXCEPTIONS: –

  • a Participant whose Employer is a local council who is undertaking roles which would ordinarily be considered an Eligible Worker.

What is the eligibility for CSQ Funding within Building & Construction?

An Eligible Participant for this Program

MUST BE:

  • Funded for more than three (3) high risk work (HRW) Units of Competency (excluding Asbestos Units of Competency) in the same program period;
  • A participant seeking a Verification of Competency.

What other eligibility rules applicable for CSQ Funding?

  • All RTO’s have funding limits within which to operate, and this may impact ability to approve funded training, particularly as the CSQ Subsidised program period nears its end date.
  • All training must be applied for and successfully completed during the program period of 1 October 2024 to 30 Sept 2025
  • Applications for funding must be applied for within 90 days of the successful completion of the training course.
  • Course/s for which you are requesting funding do not exceed the limits CSQ has set.
  • You are over 15, not at high school and not requesting the training as part of an apprenticeship or traineeship

How many short courses can I do?

CSQ sets limits on the quantity of courses you can undertake. For 2024/2025, they will subsidise a maximum of 8 short courses in total across either building specific or civil specific (including major projects) or a combination of both during the program delivery period. This can be made up of a maximum three high risk work and/or three mobile plant units of competency.

It is important to note that unless the course is a approved refresher course, funding is not available for training which has previously been undertaken.

I am not sure if I have done this course before – can I still apply?

If you are employed, it is important to check that your current or a former employer has not funded the proposed training before applying as this would otherwise render you not eligible to apply.

I have a visa, am working in the building and construction industry, am I eligible for the CSQ subsidy?

A visa holder who has the right to work in Australia and has been employed as an eligible worker in the Queensland Building and Construction Industry for 6 months or more is eligible for the CSQ subsidy.

CSQ Funding Explained

Construction Skills Queensland (CSQ) funding is available for a range of courses to certain QLD-based individuals and employees of companies in the building and construction, and civil industry that meet certain eligibility criteria.

CSQ subsidised training assists in building the workforce capacity of the building and construction industry through targeted skills investment. CSQ programs provide funding to eligible RTO’s to deliver building and construction qualifications and short courses to new entrants, existing workers and those currently under-employed or out of work in the building and construction industry. The programs Harness offer include both Short Courses and Higher Risk Training.

Who is Construction Skills Queensland (CSQ) Funding

CSQ is an independent, not-for-profit, industry-funded body supporting employers, workers, apprentices, trainees and career seekers in the building and construction industry.

The Building and Construction Industry Training Levy (the levy) is a statutory training levy established under the Building and Construction Industry (Portable Long Service Leave) Act 1991 (Qld).

CSQ is funded by a statutory training levy established under the Building and Construction Industry (Portable Long Service Leave) Act 1991. The levy is charged on all building and construction work performed in Queensland with a cost of $150,000 or more (excluding GST) at a rate of 0.1% of the cost of the project. The levy is collected by QLeave.
