Introduction
This is the QLD Government approved HSR refresher training for you in your ongoing or re-elected role as a Health Safety Representative. Apply real-life HSR experience and collaborate with others to refresh your knowledge and grow in your HSR role. It is the mandatory training you need to continue as a HSR and is approved under section 21 of the Work Health and Safety Regulation 2011 – and Harness is an approved provider from WorkSafe Queensland.

During our HSR Refresher Training course in Chinchilla, you will review your learning and previous experience from the full HSR course. The knowledge refresh covers newly released WHS legislative updates; WHS representation in the workplace; Effective consultation plus health and safety problem solving steps; Workplace inspections, notifiable incidents; Workplace culture, practical consultation, issuing Provisional Improvement Notices (PINs), ceasing unsafe work.

Introduction
Course Details
The Work Health and Safety Queensland approved content for our HSR Refresher Training Course in Chinchilla reflects the structure of the initial 5 Day HSR Training Course. The HSR Refresher training however focuses on reviewing and utilising your HSR experiences to enhance your effectiveness as a conduit for the relevant workplace safety and health issues in your work group and contribute towards a positive Health and Safety culture. Our goal is that this training will help you be the best advocate and supporter of safety while also building your own health and safety skills and knowledge.
If you are a re-elected HSR, you are required to undertake a 1 day refresher training course with an approved RTO within 3 months of the election (section 21(1)(b) Work Health and Safety Regulation 2011). We are approved to deliver this training for you.
The structure is a summary of the full 5 days but conducted over one full day as follows
Session 1: Work Health and Safety Framework
- WHS framework and terminology, Duty holders and their duties,
- Role and function of WorkSafe Queensland
- Penalties under the WHS Act for non-compliance
Session 2: Consultation, Representation and Participation
- Consultation requirements under WHS legislation;
- Workgroups and election of HSRs;
- Roles and responsibilities of HSRs and Health and Safety Committees,
- Role of inspectors in the consultation process.
Session 3: Role of the HSR, Issue Resolution and Support
- Role of HSRs in consultation, assisting workgroups and as a member of a HSC,
- Investigating complaints,
- Issue resolution and support for HSRs.
Session 4: Risk Management, Monitoring and Notifiable Incidents
- Key requirements of risk management,
- Monitoring and review of risk controls,
- Notifiable incidents.
Session 5: Provisional Improvement Notices and ceasing unsafe work
- Purpose and functions of PINs,
- Role and requirements for HSRs to issue PINS and process for issuing a PIN,
- Disputes and resolution,
- Ceasing unsafe work.
Participants who successfully complete this course receive a WorkSafe Queensland Health and Safety Representative Refresher Training Statement of Attendance. This Statement is issued by Harness Energy (RTO 40521)
Course Prerequisites
You must have completed the initial 5 day HSR Training. Bring 100 points of ID. Be a re-elected HSR. Bring a laptop for this training course. Also review the important requirements that apply across all courses.

S21, WHS Act in QLD indicates prescribed health and safety representative training as follows
(1) The prescribed training for section 72(1) of the Act is the following courses of training in work health and safety approved by the regulator—
(a) an initial 5 day course of training;
(b) 1 day’s refresher training at least every 12 months, with the entitlement to the first refresher training commencing 12 months after the initial training. (2) A health and safety representative for a work group for a business or undertaking must complete the initial 5 day course
of training within—
(a) 28 days after the day the representative is elected as a health and safety representative for the work group; or
(b) if an initial 5 day course is not reasonably available to the representative—as soon as practicable after the period mentioned in paragraph (a).

This is prescribed Work Health Safety training if you are in the role of HSR at 12 monthly intervals after the initial 5 day training for Health Safety Representatives. The course aims to refresh your knowledge from that initial 5 Day course and add value through the workplace learning you have achieved since your original course. If you are a new HSR and have not undertaken the Initial training please review the full HSR Training course
The refresher training should be completed every 12 months after the initial 5 day training. It is prescribed training on an annual basis.
Yes – our HSR Refresher training course is the approved refresher training for re-elected HSR’s as covered in Section 21 of the Work Health and Safety Regulation 2011. HSR’s are elected for 3 years (section 64 Work Health and Safety Act 2011) and this refresher training is relevant if you are re-elected into your HSR role.
