The Chain of Responsibility Online Training for Drivers is about helping you meet your responsibility duties around minimising and eliminating risk from the transport activities you are involved with or control. So, while the focus of CoR training is on heavy vehicles greater than 12 tonnes, the chain of responsibilities legislation impacts consignors, consignees, company directors and contractors, supervisors, schedulers, drivers, loaders or unloaders. If you work in any of these capacities, you have a shared responsibility to adhere to the Chain of Responsibility law, and this nationally recognised training course is your starting point.
This accredited online course aligns with all relevant CoR laws and regulations. Facilitated online or face-to-face with our experienced transport industry driving trainers, you will develop a comprehensive understanding of the responsibilities within the goods supply chain transportation, spanning from the source of goods to their final destination, in accordance with HVNL law.

Course Details
The Chain of Responsibility Online Training for Drivers (CoR for Drivers) course content that we usually deliver online is detailed below. Note that this course also supports the refresher training that we recommend as we include a strong component of current and new updates consistent with the “take all reasonable steps” approach as outlined within NHVL responsibilities and duties.
This CoR Level 1 course can be completed with the help of our instructor online, with these nationally recognised units outlining the responsibility requirements of heavy vehicle drivers. With this role-specific chain of responsibility course, you will be able to use the knowledge gained from the TLIF0009 to ensure the safety of yourself and others on the road.
Our CoR for Drivers Training also covers responsibilities you may not be aware of within the Chain of Responsibility aspects of NHVL, such as impacts on other transport vehicles that might be below 12 tonnes. This course will educate you on those and provide critical insights to enable you to consider these responsibilities as an employer, employee or related party within the transportation of goods.
If you are an employed driver and do not participate in any of the functions that CoR covers, then, as an employed driver, you would not be part of CoR – as drivers have other duties.
During the course, the topics and skills covered include:
Explain the chain of responsibility (CoR) features in the Heavy Vehicle National Law and regulations or applicable state/territory law and regulations
- Principal obligations within the chain of responsibility in the Heavy Vehicle National Law (HVNL) and regulations or applicable state/territory law and regulations are identified
- Principal duties of each party in the chain of responsibility as outlined in the HVNL and regulations or applicable state/territory law and regulations are explained
- Breaches and penalties for each party for failure to comply with chain of responsibility as identified in the HVNL and regulations or applicable state/territory law and regulations are explained
- Reasonable steps to be followed by each party to comply with the chain of responsibility as outlined in the HVNL and regulations or applicable state/territory law and regulations are explaine
Apply chain of responsibility (CoR) requirements in the Heavy Vehicle National Law and regulations or applicable state/territory law and regulations.
- Workplace policies, procedures and other documents that include the chain of responsibility as it applies to your own job role are identified and explained.
- Methods and requirements to ensure management of driver scheduling to meet driving hours and calculate road conditions, traffic, and road speed managed vehicles.
- Fatigue management and how to effectively manage driving hours to meet your scheduled timelines legally and safely.
- Methods to calculate vehicle dimension and mass limits are explained in line with organisation requirements and compliance obligations to utilise your equipment and time effectively.
- Methods to ensure loads are secured are explained.
- Workplace documents relating to the chain of responsibility are completed and processed according to workplace requirements to mitigate your liability in your responsibility in the Chain of Responsibility. – By taking all reasonable steps as outlined by the HVNL.
As an additional information, you are party to the Chain of Responsibility (as indicated by NHVR) if you:
- Employ a heavy vehicle driver (employer)
- Engage someone to drive a heavy vehicle under a contract for services (prime contractor)
- Direct the control and use of a heavy vehicle (operator)
- Schedule the transport of goods and passengers in a heavy vehicle, or schedule a driver’s work and rest hours (scheduler)
- Consign goods for transport by a heavy vehicle (consignor)
- Receive goods delivered by a heavy vehicle (consignee)
- Pack or assemble goods for transport in a heavy vehicle (packer)
- Manage premises where five or more heavy vehicles are loaded or unloaded each day (loading manager)
- Load a heavy vehicle (loader)
- Unload a heavy vehicle (unloader)

Upon successful completion of this course, you will receive a certificate that indicates the Statement of Attainments as recognised under the Australian Qualifications Framework. This is a nationally recognised certification. The Statement is issued by us, Harness Energy (RTO 40521).
The Chain of Responsibility – Drivers – Level 1 ‘Statement of attainment’ is for the Nationally Accredited Units of Competency:
- TLIF0009 – Apply chain of responsibility legislation, regulations and workplace procedures
The Certificate is usually needed as evidence for your employer for safety and compliance requirements.
Replaces and equivalent to TLIF0001 – Apply chain of responsibility legislation, regulations and workplace procedures

The Chain of Responsibility (CoR) law ensures everyone who works with heavy vehicles – from the business that employs a driver to the place where goods are delivered – is accountable for safety. The Chain refers to all aspects of responsibility from the source of the goods to the final destination and helps to prevent breaches while ensuring safety.
Under the Heavy Vehicle National Law (HVNL), everyone in the transport supply chain has a legal obligation to ensure breaches of road transport laws do not occur. This is called the ‘Chain of Responsibility’. Chain of Responsibility training or CoR training is essential for all employees involved in any aspect of the transport industry.
Employed drivers who perform any transport activities that are part of CoR are party to the requirements. If, however, you are an employed driver and have no other duties and HVNL obligations, then CoR does not apply, as Driving is not a CoR function.
Understanding the nuance between different transport activities and at what point being party to CoR applies is a key component of our training. We recommend that employed drivers undertake this training as it supports the overall safety of each driver and the other parties involved in the CoR.
Since many drivers also perform additional functions, they are often party to CoR, and this is one of the reasons the CoR course is commonly referred to as the Drivers Level 1 CoR Training.
