Introduction

Statutory Supervisor Training is a nationally recognised program delivering the mandatory WHS risk management units required for statutory positions in the Western Australian mining industry. Designed for working mining professionals, this five-day course covers all three required units under Schedule 26 of the WHS (Mines) Regulations 2022, followed by two days of dedicated preparation for the LGIRS applicable legislation examination.

Without these units and a passed legislation exam, workers cannot be legally appointed to — or act in — a statutory position in WA. This course is structured to get participants competent in the units and genuinely ready for the exam, not just trained.

BSBWHS411 – Implement and Monitor WHS Policies, Procedures and Programs

Covers the skills and knowledge required to implement and monitor WHS policies, procedures and programs in a work area to meet legislative requirements. Participants learn to communicate WHS obligations to work teams, consult on hazard identification and risk management, monitor compliance against WHS standards, and oversee incident response and reporting. Suited to those in supervisory roles who hold responsibility for workplace health and safety.

RIIRIS402E – Carry Out the Risk Management Process

Covers the skills and knowledge required to carry out risk management processes in the resources and infrastructure industries, including planning, hazard identification, risk assessment, and developing and implementing controls. Participants learn to apply the hierarchy of controls, monitor and review the effectiveness of risk treatments, and oversee and audit the risk assessment process. A mandatory unit for statutory supervisor appointments under Schedule 26.

RIIRIS501E – Implement and Maintain Management Systems to Control Risk

The advanced unit in this program. Covers the skills and knowledge required to implement and maintain risk management systems at a management level in the resources and infrastructure industries. Participants develop the capability to build, review and sustain robust risk management frameworks that meet legislative and site-specific requirements. Required for higher-level statutory appointments, including site senior executive and underground manager positions.

Exam Preparation (2 days)

The LGIRS applicable legislation examination tests a candidate’s ability to navigate the WHS Act 2020 (WA) and WHS (Mines) Regulations 2022 — open book, but demanding. These two days are dedicated to building that navigation skill: understanding what the regulator is looking for, working through role-specific question types, and leaving with the confidence and practical ability to find answers quickly under exam conditions. Sitting exam prep is strongly recommended. Completing the units alone is not sufficient preparation for the legislation exam.

Participants who successfully complete this course will have the mandatory WHS risk management units required for statutory appointment under Schedule 26 of the WHS (Mines) Regulations 2022, and the practical capability to fulfil those roles.

Across the three units, participants develop the ability to implement and monitor WHS policies and procedures at a supervisory level, conduct structured risk assessments and apply appropriate controls, and build and maintain risk management systems that meet both legislative requirements and site-specific demands. The exam preparation component develops the specific skill the regulator expects all appointed supervisors to demonstrate: the ability to navigate the WHS Act 2020 (WA) and WHS (Mines) Regulations 2022 confidently and accurately.

Course Prerequisites

There are no formal prerequisites for this course. Participants are expected to be working in, or preparing to step into, a supervisory or statutory role in the WA mining industry. A working knowledge of site operations and WHS responsibilities will help participants get the most out of the training.

Statutory positions are roles prescribed under Part 10.7A of the WHS (Mines) Regulations 2022, appointed by the mine operator to carry out specific safety and operational functions at a mine. There are 15 statutory positions listed in Schedule 26, plus site senior executives and exploration managers. Appointed persons must meet defined competency, experience, and in some cases certification requirements set by the regulator (WorkSafe WA / LGIRS).

Under Schedule 26 of the WHS (Mines) Regulations 2022, appointees to statutory positions must hold approved WHS risk management units of competency. Without them, a person cannot be legally appointed—or continue—in a statutory role. For companies, operating without appointed and qualified statutory supervisors puts the entire site at risk of being stood down.

Completing this course satisfies the unit requirements; the LGIRS applicable legislation examination must be booked and sat independently through WorkSafe WA. The exam tests your ability to navigate the WHS Act 2020 (WA) and WHS (Mines) Regulations 2022. The three exam preparation days in this course are designed specifically to help you pass it.

No. Appointment is made by the mine operator in writing, subject to the person meeting all eligibility criteria — including the relevant units, applicable legislation exam, and any experience requirements for the specific position.

Participants who are deemed competent in each unit receive a Statement of Attainment, issued by Harness Energy Services (RTO 40521) and recognised under the Australian Qualifications Framework. Statements of Attainment are nationally recognised.
