Introduction
If you want to become a Rigger, then this Rigging Licence Training course is where you should start your Rigging career journey! Rigging training is split into three levels Rigging Basic, Rigging Intermediate and Rigging Advanced. All are HRWL and require the relevant licence training as part of the requirements. This page is focused on the Rigging Training for the Basic Licence level and is the course available to you after you have successfully completed Dogging Licence and Construction Site Induction Training. As a potential Rigger, you will learn to use mechanical load shifting equipment and associated gear to move, place or secure loads of various types such as Plant, Equipment, or pieces of construction.
Rigging, a high risk activity, is part of the High Risk Work Licence ecosystem. This means that on successful completion of the Rigging Basic course, you will need to apply for the High Risk Work Licence and, depending on your location, achieved a certain number of logged hours before you can move on to the Rigging – intermediate level.

Introduction
Course Details
This basic rigging Licence training course includes the theoretical and practical components to meet the skills and knowledge required to be able to perform the duties of a basic rigger for the high risk work licence class RB. This involves a combination of in-class learning as well as practical tasks and performance assessments.
Overall, you will learn how to:
- Plan the moving task
- Select and inspect the correct rigging equipment
- Set up for the movement to take place
- Undertake basic rigging activities in practice
- Complete and close out the moving task
Training and assessments are conducted at our fully equiped Harness Energy Training facilities. Upon arrangement, training and assessment can be conducted on client sites providing there are suitable industry training facilities.
During the Rigging Basic Licence Training course you will cover the following topics and practical activities:
Plan task
- Review task instructions
- Compliance with WHS and workplace requirements
- Equipment inspection, use, maintenance and storage
- Manage Hazards, Risks and Environmental issues
- Moving, and placing tools, equipment and materials to minimise risks
- Identify required rigging equipment and associated gear
- Calculate loads
- Identify Communication Methods
Select and inspect equipment
- Select risk controls equipment and PPE
- Select and inspect rigging equipment and asociated gear
- Select and Check Communication Equipment
Set up task
- Establish and maintain communication with relevant personnel
- Ensure risk control measures and equipment are in place
- Assess ground suitability
- Ensure structure is suitable for load bearing task
Undertake basic rigging activities
- Erect and dismantle structures and plant .
- Erect structural steel
- Installing Pre-Cast Panels
- Installing a Static Line .
- Installing a Safety Net
- Installing a Materials Hoist
- Setting Up a Mast Climber
- Installing Shutters and Perimeter Safety Screens
- Installing Cantilevered Crane Loading Platforms
- Setting Up a Winch for Load Movement
- Assemble and erect lifting or pulling devices
- Move load to required destination and secure in position
Complete task
- Remove excess materials from work area
- Inspect structures, plant and equipment
- Inspect and Store All Rigging Equipment after Use
- Remove Hazard Control Measures
It is important you understand that licence-focused training itself does not give you your high risk licence. However, assuming you pass your Rigging assessment you have 60 days to apply (and be assessed) for your high risk work licence.

Perth-based applicants – High Risk Licence Applications Additional Support Options Available:
- OPTION 1 – New Licence – New HRWL Application Fee – $90 (GST Free) + Processing Fee – $49 + GST + Passport Photos – $10 + GST
- OPTION 2 – Existing Licence / Update – Existing HRWL Application Fee – $45.10 (GST Free) + Processing Fee – $49 + GST
- OPTION 3 – You opt to apply for your licence directly – no additional fees apply.
Currently, you have to renew your licence within 12 months of its expiry otherwise your high risk work licence can’t be renewed, you will have to repeat this training course and re-apply for your licence or re-enrol in the course again and be supervised by somebody who has a current licence for the same class.
Upon successful completion of this course, a nationally recognised Statement of Attainment for the following unit of competency will be issued:
CPCCLRG3001 Licence to perform rigging basic level
NOTE: Statement of Attainment will be issued by Harness Energy RTO 40521
Resits – If you are required to resit, resit-specific fees are $500pp.
Competency in this unit does not in itself result in a licence. Participants are only eligible to apply for a High-Risk Work Licence in the specific state or territory where they have:
- Completed their training, and
- Are eighteen (18) years of age, and
- Have completed the minimum logbook hours or training record, and
- Have passed the mandated national assessment instrument, and
- Have met any other state or territory work health and safety (WHS) criteria.
A licensing fee is payable to the relevant state or territory jurisdiction for those students wishing to apply for a High-Risk Work Licence (class RB).
Course Prerequisites
This basic rigging course is suitable for those who have licenced dogging experience and intend to work with structures and equipment within the resources and construction industries, whether from a sentry or stand-by position. Participants will be required to review task instructions and Safe Work Method Statements (SWMS), calculate loads and communicate with others. A moderate English language, literacy and numeracy skill level is required.
Participants must be over eighteen (18) years of age to undertake the mandated national assessment instrument, and must be able to provide a Statement of Attainment or current High Risk Work Licence for the following unit of competency or high risk work licence class as a pre-requisite for undertaking this course:
CPCCWHS1001 Prepare to work safely in the construction industry
CPCCLDG3001 Licence to perform dogging
All participants are required to wear the following minimum PPE to enter our facilities:
- Fully enclosed shoes (steel-capped boots preferred)
- Long-sleeve shirt with high visibility
- Long work pants
Additional PPE may be required depending on the course requirements.
