Rigging training is split into three levels:
- Basic Rigging
- Intermediate Rigging
- Advanced Rigging
All are HRWL and require the relevant rigging licence as part of the requirements. This page is focused on the Rigging Training for the Basic Licence level and is the course available to you after you have successfully completed Dogging Licence and Construction Site Induction Training. As a potential Rigger, you will learn to use mechanical load-shifting equipment and associated gear to move, place or secure loads of various types, such as plant, equipment, or pieces of construction.
Rigging, a high-risk activity, is part of the High-Risk Work Licence ecosystem. This means that on successful completion of the Rigging Basic course, you will need to apply for the High-Risk Work Licence and, depending on your location, achieve a certain number of logged hours completing basic rigging work before you can move on to the intermediate rigging or advanced rigging course. Following the successful completion of the basic rigging ticket course, individuals will be able to perform basic rigging work in the construction industry or other high-risk industries.

This basic rigging ticket training includes the theoretical and practical components to meet the skills and knowledge required to be able to perform the duties of a basic rigger for the High-Risk Work Licence class RB. This rigging licence involves a combination of in-class learning as well as practical tasks and formal assessment runs.
Overall, you will learn how to:
- Plan the moving task
- Select and inspect the correct rigging equipment
- Set up for the movement to take place
- Undertake basic rigging activities in practice
- Complete and close out the moving task
The basic rigging course Toowoomba, and Gladstone is conducted at our fully equipped Harness Energy Training facilities. Upon arrangement, training and assessment can be conducted on client sites, provided suitable industry training facilities are available.
During the Rigging Basic Licence Training course you will cover the following topics and practical activities:
Plan task
- Review task instructions
- Compliance with Workplace Health & Safety Queensland requirements
- Equipment inspection, use, maintenance and storage
- Manage hazard identification, risks and environmental issues
- Moving and placing tools and equipment and securing materials to minimise risks
- Identify required rigging equipment and associated gear
- Calculate loads
- Identify communication methods
Select and inspect equipment
- Select risk control equipment and PPE
- Select and inspect rigging equipment and all other relevant lifting equipment
- Select and check communication equipment
Set up task
- Establish and maintain communication with relevant personnel
- Ensure risk assessment, control measures and equipment are in place
- Assess ground suitability
- Ensure structure is suitable for load bearing task
Undertake basic rigging activities
- Erect and dismantle structures and plant .
- Erect structural steel
- Installing pre-cast Panels
- Installing a static line .
- Installing a safety net
- Installing a materials hoist
- Setting up a mast climber
- Installing shutters and perimeter safety screens
- Installing cantilevered crane loading platforms
- Setting up a winch for load movement
- Assemble and erect lifting or pulling devices
- Move load to required destination and secure in position
Complete task
- Remove excess materials from the work area
- Inspect structures, plant and equipment
- Inspect and Store All Rigging Equipment after Use
- Remove Hazard Control Measures
When participants successfully master the basic rigging skills, they can proceed to additional rigging training (Toowoomba, and Gladstone-based) by commencing the intermediate rigging course and then the advanced rigging course.
The intermediate rigging licence involves rigging tasks like dismantling structures and crane operator duties, including excavators, tilt slabs demolition, dual lifts, and more. Beyond that, the advanced rigging licence involves rigging tasks using gin poles and shear legs, as well as flying foxes and fabricated hung scaffolds. These high-demand rigging courses are ideal for individuals working in the construction industry, and other high risk industries, and cover operating procedures, intermediate rigging work, and advanced-level material so that participants can work safely while performing rigging and dogging duties.
It is important you understand that the riggers course training itself does not give you your high-risk licence. However, assuming you pass your rigging ticket assessment, you have 60 days to apply (and be assessed) for your High-Risk Work Licence.
Currently, you have to renew your rigging ticket within 12 months of its expiry to maintain a valid licence. Otherwise, your High-Risk Work Licence can’t be renewed. You will have to repeat this training course and re-apply for your licence or re-enrol in the rigging courses again. From there, you will need to be supervised by somebody who has a current rigging ticket for the same class.
Upon successful completion of this course, a nationally recognised training outcome (Statement of Attainment) for the following unit of competency will be issued:
CPCCLRG3001 Licence to perform rigging basic level
Following the completion of the CPCCLRG3001 licence, participants can, assuming any other work experience pre-requisites are met, progress to the CPCCLRG3002 Licence to Perform Rigging – Intermediate Level.
NOTE: Statement of Attainment will be issued by Harness Energy RTO 40521
Resits – If you are required to resit, resit-specific fees are $500pp.
Competency in this unit does not in itself result in a licence. Participants are only eligible to apply for a High-Risk Work Licence in the specific state or territory where they have:
- Completed their training, and
- Are eighteen (18) years of age
- Have completed the minimum logbook hours or training record
- Have passed the mandated national assessment instrument
- Have met any other state or territory work health and safety (WHS) criteria.
A licensing fee is payable to the relevant state or territory jurisdiction for those students wishing to apply for a High-Risk Work Licence (class RB).



Course Prerequisites
This basic rigging course is suitable for those who have licenced dogging experience and intend to work with structures and equipment within the resources and construction industries, whether from a sentry or stand-by position. Participants will be required to review task instructions and Safe Work Method Statements (SWMS), calculate loads and communicate with others. A moderate level of proficiency in the English language, literacy and numeracy is required.
Participants must be over eighteen (18) years of age to undertake the mandated national assessment instrument, and must be able to provide a Statement of Attainment or current High Risk Work Licence for the following unit of competency or High-Risk Work Licence class as a pre-requisite for undertaking this rigging course:
CPCCWHS1001 Prepare to work safely in the construction industry
CPCCLDG3001 Licence to perform dogging
All participants are required to wear the following minimum PPE to enter our facilities:
- Fully enclosed shoes (steel-capped boots preferred)
- Long-sleeve shirt with high visibility
- Long work pants
Additional PPE may be required depending on the course requirements.

Following the completion of the CPCCLRG3001 licence, participants can progress to the CPCCLRG3002 Licence to Perform Rigging – Intermediate Level, and then the CPCCLRG4001 – Licence to Perform Rigging – Advanced Level. Note that each licenced training has pre-requisites that may include minimum logged work experience prior to applying for the next training level.
